Cannot send/reply email in OL 2003 when Cache Exchange mode is disabled!

I had to enable Exchange Cache mode in order to be able to send/reply email
on my OL 2003 SP1 client! The error message: "You do have sufficient
permission to perform the operation on this
subject....!!!"
As soon as I turned on Exchange Cache mode, the OL client work fine.

HELP, please!!!
