Cannot share contacts

I have a user that is attempting to share their contacts with two
other users. I place the correct delegate info on the contacts folder
and the users get a "you dont have permission" error when trying to
open. I even gave them editor rights, still no go.

I can share one of the other guy's contacts and this person can see
them just fine. Any ideas?
