Cannot Start Mail Service Error in Office 97

Trying to use the SendTo menu option in Excel, PowerPoint
and Access 97 gives the error:

'Cannot start mail service.'

This doesn't happen with Word 97 which works fine (as does
the explorer extension). Has anybody got any suggestions
on what to look for? I'm at a loss as I can't find any
mention of this anywhere.

Office 97 is installed rather than the individual packages.
