Cannot type into a filed in Phone List view

Whenever I attempt to enter data into a field visible in the Phone List view
of Outlook, I get a beep and am prevented from typing.

Also I need to know how to add user-defined fields to the "canned" views
that appear in the "New" data entry window.

display the view then
View | Current View | Customize Current View ..
you need to allow in-cell editing inOther Settings.

for 2:
right-click on a column header. select Field Chooser. just click the New
button to start creating a new field. You can then drag and drop it into one
of the column headers.reposition it using drag and drop.
