cannot view account detils in OUtlook2K

I think this may be to do with the software for my Belkin wifi card, but am
not sure. It started at about the same time as the card was installed, but
uninstalling the software and reinstalling office has not resolved the
problem. Anyway, the problem is this: I go to tools/account, but the
accounts window doesn't open. Weird huh? I'm running W2K and office2K SP3.
Any ideas appreciated.
