Can't create Group in Entourage 12.1.5 Address Book

Email Client: Exchange

When I follow instructions to create a Group in Address Book,
the option to create Group is visible, but it's grayed out, so not available.

The instructions:
1.Click Address Book
2.Click the arrow next to New, and then click Group
3.Then, there should be several options, if step #2 worked...

I can get as far as step #2, and I see 'Group' when I click on the arrow,
but 'Group' is grayed out, so I can't do anything with it.

You can only create Groups in the local Address Book under "On My
Computer". Entourage does not support groups with Exchange accounts.
