CAn't Generate Out of Office Reply - Second Request

Using SBS 2000 with Exchange 2000 and Outlook 2002, when we set Outlook to
generate an Out of Office response none is generated. How can I rectify
this?

Is this for internal or external users or both and does every user
experience who enables the OOF experience the same problem
