Can't get Internet "Address" for web access

I recently upgraded to Outlook 2003 from 2000, and updated. All installs
work except I can't view internet explorer 'Address" section to connect to
the internet via Outlook 2003.

How do I find this?

I don't see how the Internet Explorer address field has anything to do with
Outlook. Can you explain in detail what doesn't work that you think should?
