cant move the cursor up or down

when i protect the sheet, i have a cells A2:J1000 unlocked, i can use the arrows to go left and right, but not up or down. also when i hit enter the cursor stays in the same place.
Any ideas of how to change this

Use TAb to go across a row and enter to go down a column
