can't open embedded links in an email message

When I click on an embedded link that is in an email
meassage I get an error message that says "This operation
has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator." Is
there a setting someplace that I need to change. I used
to be able to click on URLs in an email message and open a
window with that link.
