Can't open web links in outlook 2003 preview pane

Hi

When i try to open a web link in an Email in Outlook
2003's Preview pane it will not open and i get the
following message:

This operation has been cancelled due to restrictions in
effect on this computer, please contact your system
administrator.

I have checked the security settings in Internet
Properties and they are set to Internet and i have even
reset to medium level defaults but this has no effect.

Any help would be much appreciated,
