Can't reply, send or accept meeting notice

I have a user who can open his Outlook emails, but when he replies to and then clicks on the send button, nothing happens. This also happens when he gets a meeting notice and tries to reply with accept, decline or tentative. Outlook does not lock up - nothing happens. I opened Task Manager and nothing showed up as conflicting with the Outlook application. I uninstalled and reinstalled Outlook 2000 and it did not help

Please help if you have any suggestions.
