Can't reply to e-mails

I have a user who can reply to 99% of the message but not
1% in his mailbox, but if the user closes his outlook and
re0starts it, then he is sometime able to reply to the
same messages that he could not reply to before :)
The sender and reciever are in the same organization.
Any thoughts on this one !
