Can't send anything but plain text

Outlook 2002 on WIN XP and i cannot for the life of me get Outlook to format
my mail ina anything but plain text and it's making me crazy. I've done the
obvious Tools > Options > Mail format and still nothing but plain text. What
am I missing?
