cant send mail only from a certain provider

I have already checked all the options in the advanced settings of ooutgoing
mails!
I still can't understand why it does work with one provider and it doesn't
work with the other...

Why don't you call up the provider that isn't working and ask them? So
possibilities:
* You are trying to send with their account while not directly connected to
the network.
* They require SMTP auth (which you can enable in the account dialog)
* They require POP before SMTP
