can't Tile my windows

I have Office XP2003 on a new HP Media machine. When I right click on the
task bar to tile my open windows, horizontally or vertically, it will no
longer work - Sometimes I get a staggered tile, most of the time I get
nothing. I didn't realize how much I used this feature until it became
unavailable!

I don't believe the problem is attributable to Microsoft Office.
