Can't type ? in new message

I have a user who must have mistakenly clicked something while messing
around in outlook. He's using outlook 2003, sp1. In HTML or RTF formatted
messages, when he tries to type a ? or / he gets an accent mark, that
basically looks like two dots above the last character. I'm not sure what
it's called. I checked it language settings and everything seems to be in
order. Word, and everything else works fine. Anyone have any suggestions?

it could be word's autocorrect (that's the same feature that changes :) to
the round smiley face) - does the ? change after he types it? if so, in word
(or when composing a message) go to tools, autocorrect and find the ? entry
and delete.
