cell reference show cell name (ie. D45) and not cell value

my boss and i have randomly tested this problem.
in one cell you type =A23. of course we are expecting a value but instead it
resulted in A23.

what's interesting is that if you copy a cell that does give you the value,
this cell where you're having problems will be fine and return a value.

please advise how to resolve this problem or if it is a bug and there's just
an available workaround.

*Just* changing the format will *not* solve the problem!

*After* the format is changed, then the formula must be re-entered.
This *does not* mean that you must re-type the formula.
Select the cell, hit <F2>, then <Enter>, and the formula will then
calculate.

If you have a few cells, you can change the format and re-enter the formula
with these keystrokes:

Select all the "bad" cells, then:
<Ctrl> <Shift> <~> once (shortcut to format to "General"),
Then <F2> <Enter> for each cell selected.

The formatting of the cell is set to TEXT, Make it General

If they are formulas, you can do it a bit easier, I think:
To change the format: Edit/Clear/Formats

Then
Edit/Replace
Find What equal sign
Replace With equal sign
