Change character encoding as part of Rules?

I am trying to change character encoding as a part of Rules. Everything is
in place, but when I go to change the actual character set, instead of
giving me the different sets listed under the menu, I only get "high,
middle, low" in Chinese. Is there a way to choose a set listed under the
menu?

It's a bug. It is yet another manifestation of the weird things that can
happen after you've viewed a complex HTML message - and more prevalent than
the other things. For example, I personally never get the "right justified
message subjects" but I can reproduce this bug 100%.

Quit Entourage, relaunch, and immediately make your rule. You'll find the
full list of character formats available. It should remain intact as long as
you don't reopen the rule to edit it. As soon as you've viewed a complex
HTML message, if you try to make another such rule, the problem will be
back.
