Change default text format from OEM to ANSI?

I created a CSV query for importing files from a specific directory. The
problem is that the new files are ANSI, and the default format for CSV
queries is OEM; while I can go in and change this, the idea was to simplify
importing these files. Is there a way to define the default text format as
ANSI so that new files (as well as existing files) will import correctly?
