I bought a new machine. How can I move publisher over
from my old machine to the new one? Just install again?
Or transfer the license? If transfer the license, then
how?

After managing to set up OE-QuoteFix on his new PC, Ed reads a message

First, you completely remove Publisher from the old machine.
Then you install Publisher directly from your media to the new machine.
You may need to use phone activation to be able to activate, if your version
of Publisher requires activation.
