Changing pics on my site to CSS?

I ran my site through an web optimizer. The report came back saying my pic
files 93,000 and I should get it down to 30,000 and was suggested to make my
images CSS. I am not sure how to change my pics to CSS format or where to do
such an action?
I have removed the photo gallery but wish to keep the remaining pics.
How do I do this or is there anyother way I could keep my pics and be search
engine friendly?

I think you may have read that report wrong - there's no such thing as
"changing pics to CSS". If your image files are too large, you need to
optimize them in an image-editing program like Photoshop or Fireworks.

Using CSS for styling the content of your page will almost always help keep
your page weight down, too, but you'll need to start from the beginning and
learn how HTML and CSS work together in order to use it to your advantage..
