Character translation wrong for UTF-8

I am getting a lot of emails lately that have quote marks converted to
question marks. They are in UTF-8 and any other set changes the missing
characters to multiple characters. Entourage is simply not translating them
correctly. Is Microsoft planning on fixing this soon?

Can you drag one of the messages you are having problems with onto a news

The City of Olathe released the results of its annual citizen survey for
2003. This survey identified overall improvement in nearly every category
from the previous year. The survey has been conducted each year for the
past 4 years.

The survey called ?DirectionFinder? is a tool used by the city to identify
citizen priorities and satisfaction levels. It is used to help the city
allocate resources and set priorities for strategic planning and budget
development. It has been especially helpful during the economic challenges
facing Olathe and most other local governments. The city hopes residents
will use the survey results to track city progress in addressing citizen
priorities each year.

The survey also found:
? 85% of residents were satisfied with Olathe?s quality of life,
? 91% of those surveyed who had an opinion rated Olathe as an excellent
or good place to live,
? 90% said Olathe was a good or excellent place to raise children,
? 93% of those surveyed who had an opinion approved of the city?s elected
leadership,
? The percentage of residents who said they did not feel safe in Olathe?s
parks fell from 13% in 2002 to 9% in 2003.

According to Wilkes, the city cannot be content with the improvement and
high marks. He said, ?We conduct this survey not only for the city?s use,
but residents should use it as a tool to judge our progress.? He said, ?If
we?re not continually identifying ways to do things better and more
efficiently, and if we?re not committed to continually improving, we?re
failing.?

After doing some more checking, it looks like the problem is on their end.
The online version of the article has similar problems in Safari and
Internet Explorer on both Mac and PC:

Also, I redirected the email to an address I get on PC, and it does not
display right in Netscape Communicator or Outlook Express 6 either.
