If, by "work differently" you mean that HTML looks different in Netscape
than in IE, the answer is "yes." In fact, every browser interprets HTML
slightly differently.

This is one of the most difficult aspects of web design, and one that
FrontPage can't help you too much with. You're on the right track, thinking
about testing it in different browsers. FrontPage has some compatibility
settings that can help, but knowing something about the different browsers,
how they interpret HTML, what HTML elements they do and do not support, etc,
is very important. You might also want to Google browser types.

Download and install the other browsers. Then preview in browser, and
choose the browser and size from the list.

All browsers work differently (or at least render pages differently from
each other), some differences are subtle, others are major.

Netscape does not support some things that IE does, and vice versa. Then
there is Opera, which has its own set of quirks.
