Circular Reference is sending me in CIRCLES

Can anyone tell me why I keep getting a circular reference
message on the formula below, or do I need to provide more
info? The formula is set in cell J123, and in cell C18 I
have =J123.

=IF(AND(H94-I94-G118>G94<=H122<=C17,C39<B39),H94-I94-
G118,0)

I'm not sure, I'm a fish out of water, when I choose
circular reference from the tool bar, it gave me all of
the following

$C$19
$C$18
$J$123
$C$39
$C$32
$C$29
