CIW and cached exchange mode

I'm trying to create an .MST for Office 2003 using the CIW
and have run into a snag that's driving me mad.

There are only a few customizations we would like to apply
to the Office installs and one of them is to force the use
of the Cached Exchange Mode in Outlook. The research I've
done indicates that the best way to set this up is in
the "Customize the Default profile" screen (Step 17) and
choose to Modify Profile. Once there you can configure
Cached Exchange Mode and even specify if you want full
items downloaded or just headers. Seems simple, right?
Well, it *never* works. I've tried it on machines with
Office 2000, XP, no versions of Office and I've even tried
it on machines with Office 2003 installed but no cached
mode configured. The only other customization I've setup
that relates is the OST file location "c:\%username%".

Anyone with ideas?

All machines tested are running 2000, SP4 and can be
manually configured to use Cached Exchange Mode.

Try also configuring the NOFEATURESTATEMIGRATION to Do not match feature
states
during installation.

line setup:

TRANSFORMS=\\server\Library\Microsoft\MSOffice2K3_SMS\05240
4.MST /qb-

I have tried the NOFEATURESTATEMIGRATION option and, just
for fun, the REINSTALL option set to ALL.

I've even gone and created a new .MST with no other
changes except for the cached exchange mode options set in
steps 17 and 18 and also the REINSTALL and
NOFEATURESTATEMIGRATION options set. Still no luck....

All I want is an .MST that forces the user to use Outlook
with Cached Exchange Mode set and the .ost on c:\. This
should be possible, right?
