CMW does not update installation.

I have installed Office 2003 using a .mst file. I have
prevented users from adding all server types except for
exchange. I have created a CMW file that only enables
IMAP, I left everything else default. When I run it the
change is not applied to my current outlook profile or
any new profile.

I can go into the registry and allow IMAP, but this is
not the optimal solution. Any ideas?
