Collaborate without Project Server

I recently upgraded from Project 2000 to Project 2002
Professional. I earlier had hard time in using Project
2000 to use Lotus Notes for Workgroup/TeamAssign feature
through MAPI. When I try to do something similar in
Project 2002 Professional through Collaborate->Publish-
New and Changed Assignment it tries to publish this to a
Project Server (which is not installed) and finally some
prjSpool.exe throws an error. I think there should be some
way in Project 2002 Professional in which I can
collaborate taks to team members using MAPI instead of
Project Server i.eI don't want to publish to Project
Server but just send task assignments through E-Mail
program. Is this possible ?
FYI: Tools->Options->Collaborate is set to "E-mail only"
and Workgroup tab in Resource property of a resource also
has "E-mail Only" setting in the workgroup drop down.
