Colored Flags in OL2003

On existing Post items, I can set the colored followup flags with
Actions|Follow Up and choose the flag color.

Why can't I do this on a New Post item?

The only options on a new Post item under Actions|Follow Up are Flag
Complete, Add Reminder, and Clear Flag. How can I get the colored flags on
a new Post item?
