Combining records and organizing data

I am trying to create a report but I have no clue how to get my data to show
up right. My table has the fields City, PollingPlace, and Precinct. I would
like to show a list of all the precincts for common City and PollingPlace in
one field. This way it will show up horizontally instead of creating anew
record and taking up space every time there is a new Precinct.

My table looks like this (leaving out duplicates):

CITY | PollingPlace | Precinct
Amh City; OldStone; 3A
3B
Faith Baptist; 1A
1C
Trinity; 2B
2C
3B
3C

I would like it to look like this:

CITY | PollingPlace | Precinct
Amh City; OldStone; 3A, 3B
Faith Baptist; 1A, 1C
Trinity; 2B, 2C, 3B, 3C

Anybody have an Idea?
