Commands Missing in Outlook XP

Outlook XP
When I go to add the Hyperlink command to a toolbar it is
not in the command list (anywhere)so I cannot add it.
Word has it.
I want to be able to use it in the body of Tasks. It was
there before I had to reload my software due to a bad HD.
I have tried repair and it did not work.

The Insert | Hyperlink command is not available for tasks. You can just
type or paste the link in the body of the task.
