Compact / compress Outlook .pst files

My outlook files (.pst) continue to grow no matter how many messages I
delete or how much I archive. I'm at nearly 1.6 GB - which I think is close
to the max size supported.

I found the "Compact Now" button under Data File Management, but nothing
seems to happen.
