Compatible publishing program with Word

I currently edit/write the AUSA newsletter for the local
chapter here at Ft. Gordon, GA. My problem is in trying
to email the newsletter to the various board members.

I use Publisher 97 but am looking for another program that
will allow Word users to open the email.
