Can anyone tell me how to get Entourage to compress outgoing attachments as
ZIP files instead of SIT files?

It can't. You can zip it before sending with DropStuff you get as part of
Stuffit Standard or Deluxe from Aladdin. You can also do it with the
Finder's "Create Archive" in the File menu of OS 10.3, but under some
circumstances (if the file name has an accent, for example) it won't open on
Windows.
