Conditional Formatting for lists

I have received some excellent advice on this post from Frank Kabel. But I
didn't quite get the answer I was looking for.

Is there a way to only underline rows where there
has been a change in column a? For example A1 through A10 is Product A, A11
through A15 is Product B, A16 through A17 is Product C. There is data in
columns B through J as well. I would only want
Rows A10:J10, A15:J15 and A17:J17 underlined.

The advice I received from him was to highlight the area in question and put
in the following formula using conditional formating A1<>"". The problem is
every row had an underline. There must be a way to do this using an if then?
It seems like his answer was really close. Any more suggestions?

Very close but not quite. I get the desired result in Column A but not the
remainder of the columns. After column A, the remainder of the columns are
underlined in every row. Any other suggestions?
