config.xml option

Working on enterprise wide office 2007 deployment. Have my options set in the
config.xml file however the my test machines are rebooting due to a default
setting for

<!-- <Setting Id="Reboot" Value="IfNeeded" /> -->

It is currently commented out but I'm pretty sure this is a default behavoir.

Does anyone know what the setting would be to set this to not reboot? I will
uncomment and add it in the config if I can find out what the setting is.

I'm guessing something like <!-- <Setting Id="Reboot" Value="No/Never" />
