Contact Pictures between OSX and WinXP

I have clients on OSX (with the latest Entourage) and clients on Winxp (with
Office 2k3) on the same domain. The OSX clients use our Exchange 2003 server
no problem. I also have several clients who move between OSX and WinXP. They
want to know why if they have pictures on their contacts (either in OSX or in
Office 2k3) those same pictures do not cross platforms.
For instance:
Joe sets up Office 2k3 on the PC and adds pictures to his contacts. The
contacts are stored in Exchange 2k3 at the server level. Then he goes to his
OSX machine, sets up Entourage, all his contacts are there (at the server)
with all the correct information, just no picture.

Can anyone explain/assist?

Pictures don't sync through Exchange. I wonder how they are stored. I
don't know enough about the VCF format to know whether the pictures are
stored inside and if you could import them through VCF files.

even if they export and import in the VCF format that wont help since the
contacts are already on the exchange server. They are just being referenced
by the same client, just different OS's. So even if they have the picture
what would I import into? The contact already exists.
If you see what I am saying.

If you see what I am saying.
It wouldn't make the slightest difference for the Exchange server, but
the contacts on both the Mac and the PC would have the same pictures (up
until you trash teh Exchange cache and all is redownloaded from the
server - without the pictures :-( ).

I understand that, it is just more work than I wanted (or need, imho) If I have an Exchange Server that both Mac's and PC's can use, and store contacts calendars, email etc, why can't it keep a copy of the pictures I put into contacts?
It does between WM5 and Desktop apps for Windows. It should do the same
between Mac OSX and The Windows PC as well.

It *should*. It sure isn't :-\ My pictures never make it to the Exchange
server...
