Contacts File As Order isn't saved

Hello group!

My setup: Outlook 2000 SP3 on Windows 2000 SP4

I have setup the File As order for my contacts as First Name, Last Name.
However, occassionally, when I sync my Outlook contacts with my mobile
phone, I notice that new contacts copied from my phone to Outlook are stored
as Last Name, First Name. When I check to see if the settings are set
correctly, I find that the File As order in Tools > Options > Preferences >
Contact Options has reset to Last Name, First Name. Is there a bug that
prevents Outlook from saving my File As order between sessions or is there
something I can fix?
