Contacts phone number format

I have a user trying to change the Outlook format for phone numbers to sync
with his phone. He wants to change from the default to something like
619-xxx-xxxx. Any ideas?

That's set up in Windows, not Outlook. It's in Phone and Modem options,
dialing rules.
