Control and Design Toolbars Open in Replies

I am using Outlook 2002. With Word set as the E-Mail
editor, when I reply to an E-Mail, the Control Toolbox
and Design Editor toolbars open in the reply. I have
customized my toolbars to remove these two, but they keep
reappearing in replies. When I am originating an E-Mail,
they do not appear.

Please help!
