Could not retrieve mail - error -16999

I've got a pop account in 12.1.0 that I can no longer access. I've verified
the mail server works - other accounts work fine. And webmail, with the same
username and password work just fine.

The error is "Acl725Lvkhnrsy2zTqaaWiw95dZgRAAFB18g"

The explanation is "Could not retrieve mail."

And the Error number is -16999.

Where do I even begin to try to figure this one out? Rebuilding the database
was not successful.
