COUNTIF between criteria?

How can I do a countif for values >1 but <3 in the same formula

=COUNTIF(MASTER!A:A, ">1")

=COUNTIF(MASTER!A:A, "<3"

Hi
24 kids in kindergarten.
20 kids are 1 years or more.
5 kids are 3 years or more.
So how many are from 1 to3 ?
Hint : 20 - 5
