Create permission for each user by code

Dear All,

I have an MS Access 2000 Application, I want:
* If the admin account login, the application will show the database
dialog window and enable all function for it,
* But Once the user account login, they only have permit to insert,
update, delete on the form they saw.

Note that:
+ 'StartupShowDBWindow' Property is DISABLE.
+ 'AllowSpecialKeys' Property is DISABLE.
