creating a letter template

I am trying to create a letter template with a subject line and body. The Help menu says to go to the file menu and select the message you want to make your template. I don't know what that means. I have an letter open that I want to convert to a template: do I save the letter as a draft or save it someplace? It doesn't seem to work.
