Creating a report card proforma

My school has used MS Word to create a report card but it
has a variety of problems. We want to create a proforma
that allows the original to stay as it is without text
boxes moving or being able to be changed in any way. We
want the teachers to be able to type in their specific
data without altering any of the form. We don't need
drop down menus but we do need many places in which to
type information. There are also some difficulties with
fonts changing but I think I will be able to solve that
issue. Some times text boxes seem to be overlayed and
the teachers end up clicking in the one behind and
alsorts of problems arise. If you can think of an easier
way to use Word or any other suggestions, it would be
appreciated. Regards. Ron
