Creating html stationery for Outllook with Publisher?

I am worn out from trying to find software to design html stationery and/or
letterhead for Outlook 2002.

1. Can Publisher templates be edited to produce professional-looking
stationery? And how?
2. Can anyone recommend software that will allow me to design stationery
and/or letterhead? All I need is stationery/letterhead for outgoing email to
my existing clients (who I already know can receive html mail).

I tried High Impact Email 3.0. The software templates seem good but their
Support is the WORST I've encountered in 15 years! Avoid!
