Creating stationary with custom background

Hi,

I would like to produce a custom email background in Outlook 2003 i.e.custom
theme.

I would like to produce a background which consists of a photograph but
faded as a watermark would be such that when I compose a new mail, my photo
appears as the background.

Anyone know how this might be done?
