Custom BorderArt creation error

Publisher 2000

When I try to create a custom border in Pub I receive an
error stating.. The folder where Publisher keeps Border
Art is unavailable. The folder may have been deleted or
renamed, or its properties may have been changed. Please
run setup again.

I have uninstalled Publisher and reinstalled and still no
luck. I have also applied recent service packs.

Deleted all .BDR files that were not dated Dec.1997 and
pasted new .BDR files from Disc 2
