Custom dictionary editing not available in Outlook 98 & 2000

I have found that only users with admin rights can get
the "edit custom dictionary" button to work within Tools
Options > Spelling in Outlook 98 or Outlook 2000 (the

only versions that I have been able to review. Is this
the case? I can't find a KB article about it.
