Custom publication size does not work for 72 x 36

I am trying to get my banner to print on my plotter at a paper size of 72"
wide by 36" tall, but it geeps cutting the size to two 48" wide sheets.
Following the instructions: File => Page Setup => Custom and input the
dimensions, but it reverts back to banner. What's up?
